ATC LOCAL ARTICULATION AGREEMENT

 

ADVANCED TECHNICAL CREDIT (ATC) PROGRAM

 (LOCAL ARTICULATION AGREEMENT)

 

The University of Texas at Brownsville and Texas Southmost College voluntarily participates in the Advanced Technical Credit (ATC) Program (Attachment “A”) and awards advanced technical (Tech Prep) credit to students enrolled in the college for courses in statewide Technical Course Articulation Manuals if minimum requirements outlined in this Agreement and the TCAM’S are met, and the courses are listed in the college’s catalog/bulletin and be part of a relevant degree plan selected by the student.

 

This document is made on the dates set forth below between The University of Texas at Brownsville and Texas Southmost College of Brownsville, Texas, hereinafter referred to as the “College” and the (Name of ISD)                                           School District, hereinafter referred to as the “ISD”.

 

1.0       Advanced Technical (Tech Prep) Credit by Articulation.  This document creates a mechanism to allow students who have completed specific courses and/or programs at the above-mentioned ISD to be granted advanced technical credit by articulation.  The college-level courses to be taught at the high school and articulated with the College (held as “credit-in-escrow” via this document) are listed on (Attachment “B”) of this document.

 

2.0  Grade Requirements.  Students must earn a minimum of grade of “B” (numerical equivalent of at least 80) in the high school Tech Prep course.

3.0  Credit-In-Escrow Defined.  “Credit-in-Escrow” is college credit in appropriated to Tech Prep programs of study to be awarded to students who have successfully completed high school-to-college advanced technical (Tech Prep) articulated courses.

4.0  Participation in All Joint Meetings.  ISD representatives will be invited to meet annually to facilitate and conduct an annual review of the Advanced Technical Credit (ATC) Program (Local Articulation Agreement).  Participants to include the Tech Prep consortium director or representative, the college program chair or representative, and appropriate ISD and college representatives to identify necessary changes in student competencies, course content, or program standards.

5.0       Tuition and Fees at the College.  Students will not be charged tuition or course fees for credit-in-escrow earned under this agreement.

6.0       Enrollment.

·          Students who enroll within twenty-four (24) months after high school graduation will be awarded Advanced Technical (Tech Prep) credit by college.

·          Student enrolling more than twenty-four (24) months after high school graduation will have her/his Advanced Technical (Tech Prep) credit reviewed for application as appropriate to current Tech Prep or other program of study.

7.0   Complying with College Admission Requirements.  Students who enroll at the College must comply with admission requirements in force at the College at the time of enrollment, including meeting state test requirements as part of the College’s admission process, and otherwise completing normal college enrollment requirements.

8.0       Awarding Advanced Technical (Tech Prep) Credit at the College.  Advanced Technical (Tech Prep) credit will be posted as (“CR” credit) at the time the student completes Admission requirements and begins College classes.  This will include all high school transcripts with Advanced Technical (Tech Prep) credit which are designated with a letter “A” and with a grade of 80 or better.

9.0       High school faculty qualifications.  High school teachers of statewide-articulated courses must meet the minimum criteria required for college faculty teaching WECM courses in AAS degree programs. The employer of record will verify that a high school faculty member meets minimum requirements and is eligible to teach courses for articulated college credit.                                                            

10.0    Course Competencies.  The ISD agrees to maintain competency profiles for students participating in the Advanced Technical Credit Program in files for the credit-in-escrow earned under this agreement.

11.0    Essential Elements Addressed.  The ISD agrees to incorporate into the articulated courses named in (Attachment “C”) of this document all of the essential knowledge and skills and industry-validated performance-based learning objectives approved through joint discussion between the College and the ISD in the development of this Advanced Technical Credit (ATC) Program (Local Articulation Agreement).   

12.0    Termination.  Notification to end this agreement must be submitted no less than six (6) months prior to the intended date of termination.  This notice must be submitted in writing, signed by the College’s Director of Tech Prep or the ISD Superintendent, and delivered to the other parties to this agreement at the address shown below.
