Minutes

Present:  Victor Fuhro, Sylvia Peña, Betsy Boze, Douglas Ferrier, John Ronnau, Marilyn Dyer, Jose Martin, Jim Holt, Cindy Lerma, Jon Steingass, and Wayne D. Lewis and Raymond Rodrigues – presiding.

1. Chancellor’s Teaching Award
UTB/TSC finalists for the Chancellor’s Teaching Award are:  School of Business, Dr. Marvin Lovett and School of Health Science, Dr. Eva Miller.  The Dean’s Council was unable to choose between the two finalists because both are deemed to be outstanding.  The Provost will consult with the President to make a decision.

2. HOOP 7-5-1, Selection of Department Chairs and Academic Program Directors
The following revisions were recommended for this policy:
A. Chairs should not be limited to tenured faculty; and
B. A formal review will be conducted under direction of the dean.

3. HOOP 7.53 The Role and Responsibilities of Department Chairs
No substantive revisions were suggested.

4.  Program Development Timeline
The Provost meets with the Strategic Planning Committee on March 24 and will request their input on budget priorities for UTB/TSC.  Projections for new programs previously submitted by the Academic Deans were discussed.

The importance of building in adequate funds for library resources (especially for doctoral programs) and teaching assistants into all proposals was stressed.  Proposed budgets should also take into account start-up costs.  Needs surveys must be conducted early in the process of developing all new programs.

5. Student Fees (O. Rivas)
Dr. Rivas provided a handout that explained the two types of fees used by UTB/TSC (compulsory and incidental).  The fee review and approval process was also discussed. (Only new fees are subject to these procedures – not pre-existing ones.)
Requests for additional fees should be initiated during the Spring Semester.

6. Graduate Course Offerings on High School Campuses (J. Ronnau)
The deans were reminded to submit a list of graduate courses that may potentially be offered on high school campuses.  John Ronnau will be meeting with principals in the Valley to raise their awareness about our graduate programs.
