Minutes

Present: Victor Fuhro, Jose Martin, Farhat Iftekharuddin, Jim Holt, Douglas Ferrier, John Ronnau, Marilyn Dyer, Wayne Lewis, Hilda Silva, Cindy Lerma, Eli Peña, and Betsy Boze
1. Distance Education Proposed Policies/Guidelines –W. Lewis
THECB requires a Distance Education Plan.  Dr. Lewis presented a draft of UTB/TSC’s plan for the council’s review.  Revisions were suggested and accepted as friendly amendments.  Dean Boze was asked to reformat the draft as a HOOP policy.

Dr. Lewis distributed “Request for proposals online course development for the virtual learning and support plaza.”
2. Proposed Rules concerning Dual Credit Partnerships –V. Fuhro
Comments are solicited by THECB. Victor asked that comments, suggestions be emailed to him or the Provost.
3. Declaring Pre-majors at Application Time –Eli Peña
A revised list of major codes was distributed.  A category of  “intended majors” was proposed and discussed.  Options for working with “undeclared majors” (approximately 4,400 of current enrollment) were discussed.  Incentives for encouraging students to declare majors were proposed (e.g. early registration).
Dean Martin reported (based upon attendance at a recent joint meeting of Deans of Education and Science, Math, and Technology) that substantial changes will soon be proposed in the member and configuration of teaching certificates.  Dean Martin reported (based upon attendance of Engineering Dean’s in Washington, D.C.) that a substantial increase in the number of Visas for persons with technical degrees will be substantially increased.
4. Catalogue –Eli Peña
Catalogue information will be distributed to Schools and Colleges in disk version.  Dr. Peña will establish a calendar for revisions.  It has been proposed that the calendar go on a 2-year publication cycle.  Concerns  were expressed about the 2 year time frame given the large number of programs (especially technical) that are or will be revised.  It was proposed that a 2000 edition should be published.
5. HOOP 7.4.4 Summer School Employment –V. Fuhro
The Academic Senate has reinserted section B3d of the Summer School Employment HOOP regarding appeal to the Personnel Committee.  Dean Iftekharuddin will prepare and submit a rationale for deleting the section in question.
6. Enrollment Data –C. Lerma
Revised enrollment numbers were distributed (ORD).  Dean Iftekharuddin expressed concern that there is no TOEFL required for Undergraduate admissions.
