UTB/TSC Committees with Faculty Representation

Recommendations

 

In an effort to bring consistency and stability to the committee structure of UTB/TSC and to ensure faculty representation in the governance of UTB/TSC, I offer the following recommendations:

1.      Maintain a current membership list of each committee with term of office specified and update this list annually.

2.      Activate the Strategic Budgeting and Planning Committee.

3.      Activate the Academic Long Range and Strategic Planning Committee.

4.      Direct the Chair of the Sponsored Programs Committee to transmit their recommendations, reports and minutes to the Academic Senate.

5.      Direct the Chair of the Undergraduate Curriculum Committee to distribute their minutes to the academic community.

6.      Clarify or distinguish the budget committees in 7.4.12 and 7.4.13.

7.      Clarify the status of the three committees specified in the Academic Senate Constitution: Academic Personnel Committee, Administrative Services Committee, and Student Services Committee.

8.      Reconcile the differences between the Academic Senate Constitution and the other HOOP sections re: the descriptions of the faculty membership of the Undergraduate Curriculum Committee, Graduate Committee, and Academic Standards and Student Records Committee. (It is probably appropriate to strike those committee references in the Academic Senate Constitution, but that would take a constitutional amendment.)

9.      Conduct an election for the Insurance Committee representatives.

10.  Provide a list of the current membership and term of office for each of the following committees so that the Academic Senate may fulfill its obligations to recommend faculty for appointment by the end of the spring semester:

Standing University Committees

 

5.2.5        (2/07/00) Strategic Budgeting & Planning Committee

The Academic Senate Executive Committee in consultation with the Senate shall select one faculty representative from each college and school…three year term

 

7.3.7        (2/16/96) Academic Long Range and Strategic Planning Committee

Faculty membership shall be drawn from the Senate and shall be recommended for appointment by the Executive Committee in consultation with the Senate. Faculty of each college and school and the academic professional staff shall be represented.

5.2.10    (10/30/98) Undergraduate Curriculum Committee

The Senate shall recommend for appointment, as faculty representatives to the Committee, a member, not necessarily the Chair, from each College and School curriculum committee. The faculty member’s term of office coincides with the term of service on the College or School curriculum committee. The committee’s minutes shall be distributed to the academic community.

5.2.11    (3/06/98) Graduate Committee

The faculty membership of the graduate Committee shall be selected by the President from those qualified to teach graduate courses and based on joint recommendations by the Executive Committee and the Academic Senate. No number of members specified, no term specified… The committee’s minutes will be distributed to the academic community.

6.2.1        05/15/98) Academic Standards and Student Records Committee

One faculty member from each college and school recommended by the Academic Senate…No term specified.

6.5.3        (4/05/96) Student Services Fee Advisory Committee

Membership shall consist of students, faculty, staff and administrators. Membership shall be five student members and four members who are representative of the entire institution. One year term.  Faculty members shall be appointed by the President upon recommendation by the VPSA on or before October 1 of each year.

Technical University-wide Committees

 

5.2.7        (7/18/97) Sponsored Programs Committee

The Academic senate shall recommend two faculty members with expertise in grants and contracts…no term specified

Recommendations, reports and minutes shall be transmitted to the Executive Council and the Academic Senate.

 

5.2.8        (7/18/97) Human Subjects Research Review Committee

The Academic Senate shall nominate four faculty members…three year terms, with one third rotating each year….shall be selected for their experience and expertise in research involving human subjects.

 

5.2.9        (3/20/00)* Institutional Animal Care and Use Committee

(*revised 2004) four faculty members…serve rotating two-year terms…selected for their experience and expertise in research involving the use of animals.

 

The following two committees seem to be duplicates, even though they have separate HOOP sections:

 

7.4.12    (10/04/96) Faculty Advisory Budget Committee

The VPBA shall propose a list of five faculty members to serve on the committee and, after consultation with the Academic Senate Executive Committee and the Senate, the Vice President shall recommend to the president members for appointment. Two year terms, staggered.

 

7.4.13    (12/10/98) Academic Budget and Finance Review Committee

The VPBA shall propose a list of five faculty members to serve on the committee and, after consultation with the Academic Senate Executive Committee and the Senate, the Vice President shall recommend to the President members for appointment. Two year terms, staggered.

four faculty members …appointed by the President….representing a mixture of ethnic backgrounds, university positions, and sexes.

A member elected every two years from among regular faculty and staff employees … A second member shall be a faculty member having five or more years service with UTB who displays a genuine interest in benefits….No term specified.

Faculty Grievance Procedure

The Panel shall consist of tenured faculty members equal in numbers to the senators of each school and college.
